Overview of Illinois Early Childhood Special Education (ECSE) Early Childhood Outcomes The State of Illinois is committed to ensuring that all young children, especially those with developmental delays and disabilities, have access to high-quality early intervention (EI) and ECSE services. Through the collaborative efforts of the Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE), the Early Childhood Outcomes (ECO) process serves as a framework for monitoring and enhancing the developmental progress of children from birth to kindergarten entry. This process is also referred to as the Child Outcomes Summary (COS) Process at the federal level. To honor both names, this process will be referred to as ECO/COS throughout this document.
